PUBLIC ACTION 2022: A 100% DIGITAL PROJECT TO TRANSFORM OUR DAILY LIVES
In October 2017, the French State launched its Public Action 2022 project with the foremost priority being to digitally transform public administration and, therefore, the quality of public services. What are the objectives and benefits of this programme? Which digital solutions should be put in place within your administration?
Worldwide, the number of Internet users is rising exponentially year on year – 4.39 billion in 2018 according to the Digital Report – while our private and professional lives are becoming increasingly reliant on digital tools, such as social networks, communication tools, BPO services, etc.
France has sought to acclimatise to these emerging digital practices and lifestyles. According to an article by BDM, the country has fallen behind the majority of its European counterparts in terms of digital competitiveness, therefore, it is important that we adapt to the needs of today. The French government has launched this digital transformation project in order to reshape our digital image as a nation and, above all, to meet the expectations of citizens and service users, among whom there is a growing demand for paperless services.
CASE STUDY: THE MINISTRY FOR ECOLOGICAL TRANSITION
DEMATERIALISATION FOR CITIZENS AND PUBLIC SERVANTS: THE SMARTPLU PROJECT
As part of the Public Action 2022 project, the French State has launched numerous initiatives to modernise all of its national administrative bodies, reduce their operating costs, improve services for citizens and facilitate access to information. From healthcare and security to the environment and urban planning, the entire public sector is now making strides towards “100% paperless” administration.
Accordingly, the Ministries for Ecological and Inclusive Transition (MTES) and the Cohesion of French Territories (MCT) have called upon Numen to implement a highly ambitious project: SmartPLU. Our objective? The automated modelling, town by town, of their urban planning regulations. Numen has contributed to the project by providing its machine-learning technologies in order to extract the regulations and values encased in local development plans (PLUs).
